With poverty, inequality, migration and criminal exploitation of children in county lines increasing, these factors are likely to drive increased MS/HT activity and victims. Tackling MS/HT has been an economic crime priority for much of this period and whilst there have been increases in investigations, prosecutions, convictions and asset recoveries the law enforcement effect isn’t making the gains required or adversely affecting the market dynamics.
